Dear delagates,

On behalf of leaders of Hung Yen province, the investment agency of Pho Hien University, today I am delighted to see all attendants who attended the ceremony of launching  the competition of planning ideas for Pho Hien University nearly three months ago; I would like to warmly greet and welcome all guests of honor as delegates, oversea and domestic  planning consultants, and the principals of the universities.  At the ceremony of announcing results of the competition today, I wish you health, success and wish the ceremony success !

At the ceremony of launching the competition for planning ideas, you were introduced comprehensive information about our Hung Yen province, a province located in the centre of the Red River Delta region, the Northern key economic areas, and the planning  area of Hanoi. This area is proud of the tradition of culture and revolution, the prosperity once that  was well-known as "first Kinh Ky, second Pho Hien." After more than 14 years of re-establishment, from an province with  60% proportion of agricultural economic structure, GDP per capita arranged at the lowest top of provinces in Vietnam, the social economy of this province has made encouraging achievements. The economic structure has been rapidly shifting toward industry in which the service and agriculture proportion  only accounted for 24 %; GDP has high income group of country, the industry has been in 15 - group of  the highest value provinces on a national scale.

In particular, you are also provided with full information about the scheme to build Pho Hien University, a scheme specifying  the tasks of the province in the implementation of Resolution No. 54-NQ/TW  dated 14 September 2005 of the  Politburo on  social economic development, ensuring national defense  and security to the Red River Delta in 2010 and up to  2020, which defines Hung Yen province is a manpower training center of the region. The project was approved by the Prime Minister in Decision no. 999/QD-TTg dated July 10 2009. Pho Hien University would be an important factor for the development of high quality human resources in the future of the province as well as that in the region, additionally, it contributes to overcome the shortage of area in process of universities development in region and expand the socialization, attracting foreign investment in the field of higher education.

To implement the scheme, the province has identified the first task is to develop a scientific, modern plan as the basis for the investment and operation of section in the future. At the ceremony of launching the competition I had pointed out the requirements of province for the planning consultant that  the planning task was not simply to arrange universities in site as arithmetic calculation, actually, it needed to achieve the following requirements:

- Establish a comprehensive space for training function, modern research in synchronous arrangement with planning structure  that  is capable of developing dynamically in space and time.

- Space for planning and architecture of university area needed to achieve the  rational organization of functional areas, ensuring performance of exploitation advantageous, and achieving highly artistic value of space composition for architectural planning.

- Architecture – Pho Hien University Area planning needed to reflect the modernity associated with the essence of traditional architecture, conveying strongly local cachet in harmonious connection and not breaking the old Pho Hien ensemble.

- The complex of architectural planning space of Pho Hien University would create the feeling that it was commensurate with its position as a center for training,  great scientific research in the Red River Delta and the Northern key economic region.

When organized the competition,  as the investment agency, we clearly understood that this is  a large-scale projects, difficult and complicated because although the model of university is a popular trend in the world but it is also very new to the province as well as on a national scale.  We asked the oversea and domestic consultants to attend the ceremony of launching the competition  by their experiences, talents, creativity, passion, and enthusiasm for the development of Vietnamese education in general and for socio-economic development of Hung Yen province in particular. They should  positively participate in this competition with  concentration to intellectual and effort to create the best products for the competition as a precondition for the implementation of Pho Hien University area construction.

Today, as we have just heard the report of Prof. Dr. Nguyen Viet Chau on behalf of the competing organizers, we may be pleased to declare the competition was successful on all given targets. Although the duration of competition is not long compared to the scale of the project, but we got the positive responses of 8 high-qualified consultancy units in the country.  All plans had shown the basic requirements of the competition. Any plan also had good ideas, creativity, enthusiasm that  expressed participants’ ability. This is the excitement contributing significantly to the success of the competition and Hung Yen province . We appreciated highly  the attendants  invited to be the examiners  in this competition for their heart to Hung Yen. They were very enthusiastic to join the council and spent time on working scientifically  and enthusiastically to help province assess, classify schemes, and select the best investors,  assisting province in decisively choosing the consulting division  to implement subdivision of project  in the future.

On this occasion, on behalf of the investment agency, once again  I sincerely thank the oversea and domestic consulting units for their participation in the competition, especially, we would like to thank the council and the competing organizers. As we know, the results of the competition is only the initial work,  so I hope to receive more attention from you and  the participation of universities in the site  during the process of deploying the Pho Hien University area in the near future.
